The Scientific Promotions Unit is a specialized administrative and technical unit typically affiliated with the Office of the Scientific Assistant or the University President/Dean in academic institutions (universities and colleges). This Unit serves as the main link between the faculty members and the scientific promotion committees within the university and the Ministry.
Its core mission is to organize and manage promotion files for faculty members across different ranks (from Lecturer to Assistant Professor, and from Assistant Professor to Professor), ensuring that promotion procedures comply with the approved laws, instructions, and scientific and academic standards.

🎯 Key Functions of the Scientific Promotions Unit

The Unit's functions center around the accurate application of academic and administrative controls to promotion files, including the following:
* 1. Receiving and Preparing Promotion Files:
* Receiving Applications: Receiving scientific promotion applications from faculty members after they have completed the statutory period and academic requirements (published research, teaching, service).
* File Auditing: Conducting an initial audit of all contents of the promotion file to ensure compliance with the formal and substantive conditions stipulated in the Scientific Promotions instructions.
* File Organization: Organizing the promotion file (research papers, letters of appreciation, certificates, reports) and arranging them according to the required sequence.
* 2. Evaluator and Committee Procedures:
* Nomenclature of Evaluators: Preparing lists of scientific evaluators (from inside and outside the institution) specialized in evaluating the submitted research, and sending them to higher authorities for ratification.
* Evaluation Follow-up: Following up on the sending of research to evaluators, receiving their evaluation reports, and meticulously and confidentially monitoring the progress of their procedures.
* Preparing Committee Minutes: Preparing the minutes of the College Promotions Committee meeting and presenting its recommendations to the College Council for approval.
* 3. Administrative and Legal Follow-up:
* Communication with the University/Ministry: Preparing the necessary official letters and correspondence to send promotion files to the University or Ministry to complete the final procedures.
* Decision Follow-up: Following up on decisions issued by the Central Promotions Committee in the University or Ministry and notifying the faculty member of the promotion decision.
* Issuing Administrative Orders: Preparing and issuing the administrative order for the scientific promotion after final ratification, and circulating it to the concerned departments and units.
* 4. Guidance and Updating:
* Providing Information: Offering guidance and clarification to faculty members regarding the conditions, procedures, and required timeframe for promotion.
* Instruction Monitoring: Monitoring and circulating the latest instructions and regulations for scientific promotions issued by the Ministry of Higher Education and Scientific Research
